Practice Focus
Heidi Stirrup's practice focuses on federal government and
legislative affairs, with particular emphasis on Congress,
the legislative process as well as the regulatory and oversight
work in the areas of transportation, trade, government contracting,
tax, labor, and education.

Significant Matters
Ms. Stirrup is an accomplished Washington Representative with
over 25 years of broadly diversified experience with the United
States Congress and the Executive Branch. Before joining the
Venable team in January 2003, Ms. Stirrup worked with former
House Majority Leader Dick Armey, where she was a senior staff
member working closely with House leaders and staff, and Senate
leadership and staff, along with a broad cross section of
House members and staff to advance policy objectives in issue
areas of tax, trade, transportation, government contracting,
procurement, labor and education. Ms. Stirrup also served
on President Reagan's White House staff in the offices of
Presidential Personnel and Private Sector Initiatives. She
represented a national trade association comprising many of
America's major construction contractors and managed the lobby
efforts for a large grassroots citizen organization. Ms. Stirrup
has testified before Congress and appeared on numerous television
and radio programs to discuss or debate current issues including
NBC Today Show, CNN, CNBC, C-SPAN and commented for print
media.
Activities
Ms. Stirrup serves on the Prince William County Career and
Technical Education Advisory Council and volunteers at St.
Stephen the Martyr Roman Catholic Church. She is an avid equestrian
and a member of the Board of Governors of the Fairfax Hunt
Club.
